During WWII Harmon was in charge of legal representation of the United States government in the industrial expansion program to meet the needs of the Army Air Corps during World War II. Following the war Harmon was commissioned in the regular Army and served in several law based roles leading up to the separation of the Air Force and Army in 1947. On September 8, 1948 General Harmon was appointed by President Truman of the United States as the first ever Judge Advocate General of the U.S. Air Force: the highest ranking lawyer in the Air Force. In this capacity he would oversee approximately 1200 lawyers in 400 legal offices around the world. Also as Judge Advocate General Harmon would be entrusted to advise USAF Chief of Staff and his constituents. In 1950 Harmon established the first Air Force Advocate General school which helped to pave way for the legal hurtles that would eventually come into focus surrounding the Korean War. Also Harmon created a new legal reporting system consisting of sets of volumes of military law, which was then put to use by each of the other military branches. Overall Harmon had an impact on so many aspects of military law and as first ever Jude Advocate General of the U.S. Air Force this uniform is one of a kind.
